Every row in country-rail-benchmark.csv carries the following columns:

Caveats
- Estimates, not quotes.
- Aggregate-only — no per-exchange named comparison.
- No personal data. No survey responses. No PII. ARCI is observed-data only per SURVEY_DERIVED_CLAIM_CONTRACT §4.
- Phase 1 ships the full-matrix infrastructure with headline + appendix + tracked + no_data_yet tiers populated honestly. Per-asset / per-local-rail rows promote in Phase 2 when ingestion clears the appendix threshold.
