## What this is

ARCI v2 is the full-matrix Augea Retail Cost Index. Every supported
`(country × asset × rail)` cell in Augea's currently-supported and
actively-planned coverage universe appears as a row in
`country-rail-benchmark.csv` and `coverage-matrix.json`. Each row
carries an `inclusion_state` (one of `headline` / `appendix` /
`tracked` / `no_data_yet`) and a `reason_code` from the
canonical 12-value set documented at
/methodology/arci-v2.

## Files

- `country-rail-benchmark.csv` — full-matrix dataset, one row per cell.
- `coverage-matrix.json` — same data as JSON, with metadata header.
- `benchmark-pack.json` — aggregate metadata + tier maps + reason-code dictionary.

## What's headline-grade in Phase 1

Headline cells are BTC × Tier A countries × Tier 1 rails (card, bank)
that pass all four headline thresholds (≥ 5 distinct exchanges, ≥ 5
rankable rows, FRESH freshness, tight cross-exchange range). Headline
claims in the report (/reports/arci-v2-2026-q3) cite only headline
rows.

## What's in appendix

Appendix cells are BTC × Tier A countries × Tier 1 rails where the
range width crosses the methodology-defined width threshold (rangeHigh
− rangeLow ≥ 0.4 percentage points). Appendix rows carry MID confidence
and never appear as headline conclusions.

## What's tracked

Tracked rows have at least one snapshot or methodology pointer but
fail one of the appendix thresholds. The reason_code column documents
why each tracked cell is not benchmarked.

## What's no_data_yet

Cells in supported or actively-planned coverage with no usable
benchmark data captured yet. Reason codes (e.g.
currency_volatility_breaks_median, regulatory_uncertainty,
thin_adapter_coverage) document Augea's coverage roadmap intent.

canonical reason-code dictionary are documented at
/methodology/arci-v2.

## Caveats

- Estimates, not quotes.
- Aggregate-only — no per-exchange named comparison.
- Phase 1 ships the full-matrix infrastructure; appendix rows beyond
  BTC × Tier A countries × Tier 1 rails populate in Phase 2 when
  per-asset and per-local-rail ingestion data clears the appendix
  threshold.
