Truth state
A three-valued label on each scenario row: rankable, unrankable, or no snapshot.
Truth state collapses multiple quality signals into a single decision. Rankable rows have required fields, sufficient verification, and a recent capture timestamp. Unrankable rows exist but are missing required fields or are stale. No snapshot means the scenario has not been captured yet. The ranked comparison view only surfaces rankable rows; unrankable and no-snapshot scenarios appear in the archive with explicit reasons.
